Milwaukee has historically been boring (read: less volatile) than many of the hot markets and is seeing currently an unpresidented economic boom - certainly strong on the south side, but not limited to.Do yourself a favor and stay clear of cheap properties; as nice as the year one cashflow looks, the numbers don't work on a long term scale.

@Marcia Kreifels I would put Tosa (and maybe even parts of Washington Heights) way before River West; in my opinion it is overvalued (I am seeing duplexes reach well into the 300s and even break the 400k mark) while exhibiting an very large price volatility.
