@Duke HartmanI have had success in using both.I used Angie's List to find a contractor to rebuild my home in Long Beach, NY after hurricane Sandy.  

I live and work in Sandy Springs, GA. 

@Nate Barbee We used 6" depth of  3" base rock materiel compacted, then for the surface, up here we use a 3/4 inch road mix, which is 3/4 rock with a sandy binding material which when wetted and compacted gets very very hard.  

Particularly in areas near the U, Holladay, Sandy and Draper. 

Soil is mostly clay which causes settling if foundations are not frequently watered.

Would there be any chance in next 30 years that someone mandate the soil test even though there is no more tank left?

Hi Sandy - Sometimes this type of information is provided by the county website, but for final DD I typically I use the low tech approach of calling the county tax office and asking them directly.
