In their old system you could sort by building unit count and just go down the list and type in the important data such as property address, owner name and address and build a simple list fairly easily (having multiple large computer displays helps).

I can sum it up this way: I have yet to see ANYthing which does not display this one fatal shortcoming - REAL big on the "what to do" and "why to do it", but they all fall flat on the "how to do it".
