The court is of little help in such situations since if tenant does not provide forwarding address, the court will not process a complaint. as a Landlord i am desperately searching for a way or a method outside of traditional credit bureaus to verify and screen such tenants.

It has failed once when a tenant failed to put the key back and locked themselves out before we were over to have verified the key was present and to change the combo. 

I use Icomps and then i verify on the assessors website to see if they did sale for that amount. 

With an OOS situation and large rehab being done by the people that are also verifying the work can be problematic to say the least

The operating cost on each building is almost identical, so I will just use 1 building as an example. 

Call the day you sign the lease to verify that has been done.

Report the lack of electric to social services Tape the notice to the door , take a picture with that days newspaper showing the headline , that helps verify the date .Also send certified mail 

@Shane Brown I'm pretty sure that place has been on the market longer than that, I think it was for sale when I was looking around last fall, they probably re-listed it - 90k isn't an unreasonble price, that means you have to offer less than 90k and have room to move up.At least go look at it, look at neighboring properties, look at how the tenants live, verify heat type like Amy said, just completely avoid if it's electric heat (it looks like it's Rinnais though) unless you want to spend a few thousand on gas installs.

If you have a nice team, maybe your management company won't destroy your cash flow with a million needless expenses that you have no way to verify to see whether they are actually necessary.Just a heads up from personal experience in living in the Akron "war zone," I would never invest out of state in Akron without local assistance.
