Property was well maintained &reasonably updated with refinished wood floors, updated bathroom, newer appliances, dual pane windows, and modernized heating/cooling systems.

Bathrooms , minimum $ 5000 each , Paint ceiling white , grey walls white doors and trim $ 8 to 10 grand . lets say 10 doors to change , hollow core $300 a door labor and materials  Light fixtures and outlets about $1000  Kitchen $15K on the cheap side and go up from there , Remove carpet and refinish floors around $6000 .

We rewired and replumbed, added AC, redid the kitchen, expanded and redid the main bathroom, added a half bath and laundry room. refinished the original wood floors.

Most section 8 landlords opt for materials that are difficult to break, and easy to refinish.  

The basics....White quartz counters, white shaker cabinets (lowes), SS appliances (I get from ABT great customer service), In unit laundry, refinish/stain the floors, light colored paint throughout, skim coat to make it all look new.

If the house already has solid wood floors, most people will just refinish them, but sometimes they are too beat up to refinish and laminate is the cheaper option.
