If the exiting  tenants don't care and they are dirty you will need to wait to move out clean it and be patient with applicants not to take the 1st one that needs a place immediately because they could be a bad applicant that was evicted and is homeless and living with family.

For those that aren't sure what transitional housing is, it is units that drug addiction recovery patients, recent prison release, or even homeless can rent out with little of their own money. 

There are whole areas full of homeless workers, wait staff, janitors, grocery clerks, and the like who are suffering because of vacation rentals and I will do everything I can to ban those demons however the city counsel told me that evil Air bnb paid off our state governor to tie the hands of cities who want them banned, so again it's profit and corruption over the basic needs of the very people who clean up after you and serve you. 

What steps are we taking to make sure this guy stays homeless? 

There are MANY people that would be homeless without section 8 including manymany many elderly people and those that have issues that preclude making enough $$ to survive. 

From my experience unless it's a homeless person that just casually broke in the police aren't going to help you.
