I don't think just the repair would be covered ,  it is like a broken furnace or washing machine you just have to fix it. 

Or would it be a wash, then just buy the property?

I can pay someone to cook me breakfast or wash my car but can do it myself.

Along with my property manager we noted instances were residents are clearly being wasteful (washing cars, not reporting leaks, multiple occupants etc.,.)  

Especially in WA, for some reason, I found mandatory blind-cleaning, pressure washing, or carpet cleaning each year by their own side companies built right into the management agreement, and they wouldn't remove those terms.
