The moratorium could certainly be extended further, but there are exceptions if the tenant poses a threat to the health and safety of other tenants or an immediate and severe risk to property.

Remember threats are not lawsuits. 

Congrats on your first (assuming it is your first) threat of a lawsuit. 

Don't bring up anything about eviction, make threats, or offer to pay him to leave. 

Since in their minds they have already won that money, and I assume paid for their lawyer, the threat of losing all their money should get their attention.

You could sue for specific performance (the threat of suing would probably get it done)If him fixing the house was not in writing, you either need to close or drop the deal.
