Send them a copy of the paid bills showing removal of obstruction (ask plumber to specify problem on bill if not already spelled out), then include a copy of the page of the lease that shows they are responsible for all damages caused by them, their children, visitors and guests, and let them know reimbursement is expected in full along with the next rent payment due.

I would not want visitors to enter it accidentally but we do need to provide circuit breaker access for the tenant.
