All it does is tell you what the saturated vapor and liquid temp are at a given pressure.

I would be sure to use a vapor barrier when installing the vinyl over the asbestos, so it is more contained.

There is already vapor barrier.

Despite being so old the house itself is in great condition as my grandmother took pride in everything she did. we just did some CapEx on the house (vapor barrier and roof work). need new flooring, bathrooms and kitchen remodel, paint and landscaping at the minimum.

I'm probably going to rip out the entire floor and install a vapor barrier + LVP and paint the wood panels to white to brighten the basement. 

The scope of work is inclusive of only a handful of materials (leveling compound, bonding agent, cement board, vapor barrier, tape, red guard, grout, thinset, sheetrock, firring strips, mud, fasteners, old work boxes, light switches, duplex receptacles, and cover plates) and all labor.

My recommendation if you are going to finish would involve adding french drain and sump pump, sealing walls with dryloc, then 2" XPS which acts as the vapor barrier, before framing and finishing. 

Since they are often located in residential neighborhoods, they can pose significant toxic tort claims. even if groundwater is not used for drinking purposes, vapors can migrate into homes.
