He says that the 2 units on first floor would be considered illegal and that there were never any certificates of occupancy given for these 2 units and that he would issue an ORDER TO VACATE and placarded Unsafe for Human Occupancy in 3 months.

Maybe call those owners and see if they've had any issues?

I say to look at these hard because these items can occur for a period of 12 months possibly without major issues of seeing large cracks or settling if a lot of water hasn't been present in large volumes.

If I had to speculate, I would say they are facing some serious liquidity issues.
