If they are not a citizen of the United States of America, one of the most probably reasons, if this is the case they should have an immigration number or passport with a Visa to live/work here.

Normally it's a driver's license, passport or other government issued photo ID.The notary stamp / seal is is their affirmation that the signature is genuine and the signer is properly identified.Why one form asks for a notarization and another doesn't is a question for an attorney.

A quick google search suggests you can catch a plane, walk in to a bank and open an account with not much more than passport, and possibly a tax payer ID...which I think is easy to get.

The issue is the tax identification number for non-residents, I understand you have to use special online services, or actually travel to an authorized provider and show your passport/visa.

However with the new Real ID requirements many states have been implementing, most driver licenses now have verified home addresses, so I'm not sure I'm even comfortable showing that to a tenant.It might not help in time for this tenant, but you can get a U.S. passport card (not the full passport, the card is an add-on you pay a little extra for) which is a U.S. government-issued photo ID that does not have your home address on it, and show that to a tenant making this request but not give them a copy.Another option is that, assuming you have the tax bills sent to a PO box, you could show the tenant one of the utility bills for the property which has the same address on it as the tax assessor has for the owner of the property.

You provided current valid government issued ID up front (Drivers license, Passport) and they provided a printed list of properties being sold along with a paddle board with your bidder number.
