There doesn't appear to be any leakage in basement but the parging is damaged along this side of the house(I've since fixed it) while the parging on the rest of the house is in good shape.  

A possible cause for leakage when it is an ameteur tile job is not using cement board behind the tile.

Oil tank is fine if it is not leaking. there are plenty of environmental consultants who can test tank. they can take soil samples around the tank to see if there are any signs of leakage.

All it has is check box such as, public water supply,  no water leakage. 

Tenants living in the bottom unit (below ground) mentioned that there appears to be some leakage going on. 

I'm about to close the contract (3 weeks to closing date), but all of sudden my lender refused to process the loan (underwriter refused to proceed) after they found there was a heating oil leakage found (still looking for mitigation but cleaned and controlled until now).

Plywood's greatest value is that, in the event of water leakage, it can be usually dried out without significant damage and does not tend to swell up and fall apart in the same way that particle board and MDF do.

Refinancing avoids capital leakage.
