There was an unsightly box out hiding the protruding foundation, we decided to fur out the walls to hide this, and also gives the electrician a path to run new plugs without cutting into load-bearing structure exterior walls.

So, to get the required R-value you might have to either fur the walls out creating a deeper void and making the rooms smaller OR use spray foam which has a higher R-value per inch both of which are much more expensive propositions!

I currently rent and have a fur baby - not everyone allows it though as you mention. 

For example, I have a brick building that has 1/2 inch furring strips screwed into the brick, thick wire mesh attached to the furring strips, and at least half an inch of plaster (not drywall) sprayed onto the wire mesh.So you can't use the walls for running anything, and my electrical conduit actually runs on the floor joists, with the subfloor fitted around the conduit.

I would suggest the tenant purchase a room (or whole house if they prefer) stand-alone humidifier and use that.You can install a humidifier on the plenum of the furnace, they do work, but are another maintenance item (so they do not grow fur during the off season) and, if not functioning correctly, cleaning-up after them can be arduous.  

Still, with the current administration about all they have succeeded marvelously at is doing nothing but creating a lot of flying fur and spitting so I don’t see the legislation becoming a reality.
