I just see so many problems with it.A landlord in California generally cannot get out of their legal obligation to maintain a residential property in habitable condition, even if the tenant were to waive that obligation in the lease.

Then move from there.It's free for a reason: falling apart, bugs and pests inhabit, mold and other toxins, unsafe (condemnable) habitation, etc.

Yes there are waiting lists for section 8 housing, however the properties will be inhabited by the lowest common denominator resulting in significant abuse of the rental property.

I would hate to purchase a tax deed and find out that there are back taxes, or its inhabitable, and other unknowns that will eat up my start up money.
