They are myriad reasons as to why people let this happen, and I've personally witnessed it transcend socioeconomic boundaries. 

I've had to hire Real Estate brokers and Professional Engineers (PEs) as "expert witnesses" for defending various false claims.Regarding #3, the smaller your project, the less likely you'll see high impact study costs.

I have been having an absolute blast and find my self incredibly blessed for the life I built with my family.  

If a little wit bothered you, you should not try and sell you own house.

The problem(/blessing?)

I've witnessed several "historic" buildings try the residential above and office/retail below and have major tenancy issues.
