In some areas that I buy in, there are third parties that certify the taxes and municipal utilities that have been paid and which are still due; this certification took over 1 week for a purchase I made at end of 2011.

I just read the original thread---juicy...I can't answer the where, but I'm going to take a stab at what to look for (which is at the core of the question---you have to know the "what" before you can find the "where"): - Follow the employers---seek areas where employment is both vibrant and growing (job growth leads to migration patterns---people have a tendency to follow the money)- Seek a community with current or future infrastructure expansion intentions.

I could connect to city water/sewer at the street (it's a long stretch - house sits at end of long lot). 1/4 acre parcels in town are running in the 50k range.

Its hard to make lots of offers and go away empty handed so here is an idea rather then quit in your negotiations I have a tendency to make my low offer and just tell them please hold my phone number and call me back if you cannot sell it in a reasonable time frame.
