You can still find single-family homes in the $80k–$100k range and duplexes in the $130k–$150k range, even in C and C+ neighborhoods that are seeing steady improvements.

I currently have a 3 family unit.. 1 unit is empty which I need to get a c/o for a new tennat and I need to have the lead hazard inspection...

Keep in mind that some of these C class areas in Columbus your pro forma will look better but you should be running a higher expense ratio. 

For C/C- neighborhoods you usually need to scale to 10+ doors; it's a numbers game. 

I have been told by many any raise under $50M do a reg c exemption and $50Mmis the cutoff for a reg a+ and $100M for a reit due to setup costs.
