My reading of the rules and regulations led me to believe that the government is trying to force ground rents out of the picture. 

3rd one is in Quebec, Federal Corporation, opened since 2009 with lots of history and revenues in the past, and will be empty as soon as I sell #1 and #2....  

It also has some government tax liens ( IRS ) in subordinate position with no equity.

you may want to check that aspect with the state.Bill Gulley was talking about some new federal laws that I am unaware of personally.. as I really don't do this type of transaction anymore.

Has anyone dealt with government subsidized housing?

When a Federally insured lending institution does not want to lend in a certain area they can not come out and say that they won't lend in that area, because that's redlining.  

This is probably not the best way to file for tax purposes, as you will most likely owe more to the government each year.  

Pen Federal Credit Union which is listed on the site, they turned me down because they couldn't escrow/taxes/insurance on a HELOC loan and it has to have a 1st lien on it.

I beleive that Texas will be a good place to be if the government does not mess it up.
