For all those enthusiastic about NYC and it's boroughs, are any of you doing ground up developments?

There's a reason it's called "The Wall Street Casino". :-)  

I think with real estate investing, it starts with one spouse getting really enthusiastic and hung ho and the other being terrified and stand offish.

Back then it was hard core RE enthusiasts who did not mind to swim against the current.

The most recent casino to open cost over $7B.

The casinos seem to have an outsize influence on the local economy, and I'm guessing politicians. 

I would defintely suggest reading the economic landscape of each city to see the direction it is heading in (i.e business development---Everett, for example, will have a Wynn Casino soon.

She was an executive level at a Casino and owns a home in another state so I am sure the funds exists.
