That would allow considerable flexibilty for an ordinary owner or small investor (who could theoretically bounce back and forth between two 3-unit "single family" homes) but would not allow for large scale investment to compete with normal-ish people wanting to purchase a detached home.   2 out of 5 years is also how long you have to occupy a home to get the capital gains exemption on sale IIRC.

Compare both the images/video and if the property is equal or better condition then the last months rent will be dumped.Take off X amount of dollars in rent per month for no neighbor noise complaints.Agree to not raise the rent prices if the tenant agrees to upkeep property to your standards.Give a stipend for all repairs done by the tenant with your approved contractors.These are just a few of the ideas that have been bouncing around in my head.

I think a lot will depend on how widespread working from home becomes and what effect on the surrounding areas it will have if the commercial district of the city doesn’t bounce back.  

This report confirms that while activity may have bounced back in the first phase of the recovery, the employment rebound has been lagging.

Possibly a realtor who invests themselves, but certainly someone who buys properties in the area you are looking and ask them if you can bounce some questions off them.
