You need what's called a curb key to do it, it's a 4-6 foot long metal rod with a notched end that turns the valve in the sidewalk on or off.

((Shocker)) they aren't on firm financial footing and are always angling to try and pay late/partial payments. 

So I simply forwarded a few copies of E mails I got from NON licensed wholesalers.. these are marketing pieces exactly how U would send them out to other agents.. picture of house description sq foot.. price to buy it and contact info. 

Either way, I put my best foot forward and I learn something.
