Tenant will notify Landlord in a timely manner of any damages or problems as they arise, including damages caused by Tenant, malfunction of appliances or fixtures, and water/moisture leaks and spots.

As for laminate being cheaper, probably not if you compare wearlayer thickness and what type of scratch resistant finish it has including it's resistance to moisture.

Seems like maybe you have some issues with moisture getting into the building.  

High moisture levels originating in kitchen and bath combined with a tight house is causing condensation to form on the cold wall.

For example, you might see a tiny bit of mold on a wall, but when you remove the mold you may find that the moisture has traveled in the wall to all kinds of places that you can't see.

The basement does have a little moisture on the concrete floor but not much.

If you treat the home and abate the moisture and mold correctly you can sell the home eventually, look at the homes in a hurricane area that sale for example.

I Googled windows with moisture and this came up.http://windowmedics.com/restore/ I have never heard of venting a window to solve this problem.

They are so the moisture and mold doesn't build up between the brick veneer and the sheathing.

This way I know the pipes wont freeze and bust and the hvac will keep out any moisture therefore protecting my assets.
