I know it sounds basic, you have to milk that cow like it's the depression era and use every channel of communication you can to make 100% sure that if and when they decide to sell, it's with YOU. 

The fact is that we have unemployment in the US at a rate that is on par with the Great Depression.  

Maybe in high crime areas or really depressed markets you can do 100% cash out but in desirable investment areas the deals wouldn't cashflow as much.

We were able to charge top-dollar when we lived there but since moving out the rents have been depressed a bit so we are getting less now.I don't know of the current FHA requirements but I think that now if you put < 10% down you are stuck with PMI for the life of the loan so make sure to factor that in as well.

Low ball offers work better in depressed markets, or on distressed listings i.e. buyers' markets.
