You could also look at mini-splits as an option, which are generally much more efficient than electric heat/AC.I agree with Anthony though - $800 per month for 14 units is not all that high.

My AC vendor said that with the multiple bedrooms that mini splits couldn't pick up the necessary load to cool the house, so we went with a central unit per apartment.
