Even though the tiles wouldn't be disturbed at all, they wouldn't take the job.I've found that HD and Lowes price their carpet competitively to make the sale, but their prices on padding are a complete joke.

If your lease agreement has a clause about not being a noise disturbance I would give the tenant a written warning and have the next door neighbor call animal control to file a complaint.

My usual response to the "do not disturb, illegal trespass...." is to simply knock on the door, with a respectful attitude, ask them their plans, and go from there.

Too many licenses will disturb the local system, that is mainly how they think.I agree with @Mike Lambert that Spain in general is a year round option for tourists because outside of summer (which honestly sometimes becomes a bit too hot) the sun shines even in winter times with very comfortable temperatures.
