Appreciate yall for taking the time to read really cannot "treat it" but best is to replace the 2x4's or lag bolt a new 2x4 to them.

Your tenants need to buck up and take care of the bugs.

I have read on the internet that some parts are and some parts aren't safe.

Better to have your own property manager use trusted handymen to take care of the issues for long term/quality fixes.
