They are drinking, making loud noises, sometimes 1 or 2 cars parked there sometimes 3.

Never a peep, always pays on time with a smile, pleasant, never asks for anything, no noise complaints, no plugged drains, plugged toilets, addresses me as "Sir"...a dream tenant.We've recently had some vacancies and bumped up the rents to be more in tune with current times.

Noise insulation will be somewhat shot though.

Making noise in their face may be all we have left, but done in this manner does nothing but shut down the process, and nothing is accomplished.

I'm certain those whose house will back to the freeway, may be be subject to the construction noise, or have the character of their home altered may take a hit, but curious how beneficial it is for those who have experienced a situation like this. 

Or worry about noise complaints ect ect.

If you just leave runs flopping around walls and ceilings, you are asking for noise issues.

If an upper story, I'd go for carpet just to lessen on noise for the downstairs unit.
