secondly, having done some research online i noticed the following, but am not sure what it actually means. this is what i found:::Real Property Assessed Value::Fiscal Year: ------------------------2008-09 ----- 2009-10Land: -----------------------------------35,000 ------- 10,500Improvements: ----------------------10,541 ------- 10,790Personal Property: ----------------------- 0 --------------- 0Exempt: ---------------------------------------0 --------------- 0Gross Assessed (Subtotal) --- 45,541 ------- 21,290Taxable Land+Imp (Subtotal) -130,117 ------ 60,829Common Element Allocation -----------0 -------------- 0Total Assessed Value ------------ 45,541 ------ 21,290Total Taxable Value ---------------130,117 ----- 60,829does this mean that the property value is going to drop to $60,829 and thus if the property was purchased in 2009 it would not be able to sell for the $132k estimated current market value?

Sure.The bottom line, I suppose, is that many times there are some elements of truth in a projected pro-forma, some elements of truth in a T-12, and your job is to figure out what your "relative" truth is for the property.
