I took out a home equity with one credit union and they went off the tax assessement, which in my case was substantially higher than what an appraisal would have come back with.

@Zach White I have represented military buyers here in the Chicago market, and the only issue I have ever run into with the VA loan is if the appraisal doesn't come in high enough.
