It is prohibited to allow your pet to produce waste on any lawn/turf area within the association.

To include pest control, lawn care, garbage removal, unit cleaning (tenant turnover), unit painting (tenant turnover), HVAC inspection and servicing, to name a few.  

Otherwise tell him when he can pick them up on your front lawn.

The HOA would just do snow and lawn.

Do I need a structural engineer to take a look at this, or would a lawn care person will do the job just fine?

the nicer the neighborhood also, the higher the rent.usually, when analyzing a property, I look at:Purchase price (loan payment)taxes (county, city, school)insurancevacancy (7-12%)management (10%)capex (10%)(repairs for things down the road, ie: roof, furnace, etc. less for newer home, maybe zero for a number of years.)Misc (could be anything, ie:  Water, trash. lawn care, snow removal, etc...depends on your area)once I have this number, I subtract it from the rent I can expect to receive. ( you need to know what you can get in the area for rent.

They do pay their rent on time each month, but I would like to get new tenants in as they've trashed the place, always cigarette butts in the lawn, and they complain about everything.

Who's going to sign the contract with the vendors for lawn care, road maintenance or snow removal?
