Would a local credit union/bank be able to support this at purchase and/or once the rehab is completed?

The key is to find the structure and support needed to set someone up for success.

It could be an easy fix like this or a bigger problem depending on the factors at play (are the joists accessible, will it mess anything else up if you just jack it up and reinforce, is there water damage or structural damage to the foundation causing the sag instead of just old joists, anything else going on like a supporting wall or posts under the floor, wiring or plumbing runs involved etc.).

If it has gone up and down rapidly, then that indicates a boom/bust market (typical in areas without a diverse job market such as areas where all of the jobs are in tech, energy, manufacturing, a single employer or supporting those workers for example). 

@Gino Barbaro I believe the seed is set early and fostered via our education system, which by design is built to produce "good consumers and employees". 

But they typically abscond with the rest, squandering it on personal expenses or high-flying life styles.COMMENT: This is common for any type of fraud.They may also use some of the proceeds to support an elaborate "Ponzi" scheme in which money coming in from the sale of new notes pays the interest on older notes.

I was only able to do this because I had the numbers to support (similar housing rents, increase in expenses) that it was a reasonable raise in rent.
