I would check the moisture content of the walls, concrete floor, wood members in the basement and the air itself - my guess is that they're all reading higher than recommended.

Most people will get these to minimum occupancy standards (e.g. sturdy floors, no roof leaks, working plumbing, hot water, air conditioning / heating, etc) and then rent it.

Also check from both ends of the heating element to ground (the metal chassis of the dryer), some elements can break apart and short to ground that way.A "classic" dryer will have at least one regular thermostat, located somewhere in the air flow, that switches the heat off and on as the dryer runs.
