I think we are pretty open to neighborhoods, but ideally something with great public transportation and without a high crime rate. 

Also, research the schools in each area, the shopping options, the public transportation options, and the proximity to social services.  

Mobile homes, modular homes, panel homes, home kits and now prefab & container homes have all been tried with ittle success.Worked with modular homes for 3 years and limitations were: 1) Designs limited as have to transport down roads2) No cost savings on land3) No cost savings on site work4) Transportation damagesTo address the challenge of the subject line, ALL the issues need a comprehensive solution, not just 1 or 2 parts.

Could be hospice, disabled, veteran, elderly or anyone who would accept a small room with an elderly owner who's available for meal prep, conversation, limited transportation, etc.

Done some research on the area and its seems likes its up and coming with easy transportation access to New York City.

I wouldn't worry too much anywhere along the front range personally, Think most areas are relatively safe due to it being Colorado and the expansion of the public transport that is to connect all the front range cities.

., no oils, cannot be near any rehab centers, shelters, or low income housing (very difficult to find in New York), in a good neighborhood, near public transportation, detached home, with parking...

@Caleb Webster  its a much bigger city than bend.. better air transportation major freeways etc.. 

State Farm is an example.As well, the department of transportation has been investing in more highway lanes all over the place.
