The appraised value seems low and I am trying to understand the best strategy to challenge this value and the cost / benefit of going through the condemnation process.

Even if not immediately then your son would owe it when he sells, so no advantage to this strategy.

Now, I think the best exit strategy to avoid recapture tax continue to build on your portfolio would be to do a 1031 exchange. 

@Megan Alanhello. house hacking is a powerful strategy. in an ideal house hack you would:-pay roughly the same that you'd pay in rent, net to the mortgage.
