They said to pay the back taxes on the property do the repairs and if no one comes to claim the property within 10 yrs. you would somehow gain vested rights somewhat like squatters rights from long ago.

In one case an attorney involved in an active lawsuit could not get the release of the Death Certificate from the state.And in this case since 15 yrs has elapses, and the Adverse Possession requirement is 5 years, it could be hard for the heirs to come back into the picture, and they might not want to be involved in a lawsuit.
