Anytime I have spoken on the phone with someone who does not speak English very well (if at all), almost always has someone around them that will interpret for them, or will call you back when they do.

Once in awhile I answer my phone and if there's anyone on the other end, (that's less than half the time) they're clueless, many seem to be employees in a call center, some so new to the english language that I'd have a hard time understanding them if I wasn't more familiar with their script than they are.
