Seattle has rules about this which will make it more complex and expensive to move tenants out to start renovating a unit;  and seattle city council is making noises that their next rental ordinance may substantially increase costs of doing this.  

According to the City of Minnetonka and the Metropolitan Council, there is no history of these SAC/WAC charges being paid for.

I would think without stats to back me, the Sherrifs department, mayor, town council and a few judges.

Depending on the municipality you will need other approvals of planning and common council or town boards.

There are a couple of records I am waiting to get sent to me through the court before I proceed to seek council.

They may not be called that specifically, but they are a semi-government organization that works closely with city council to make sure that they are encouraging and helping economic growth in the area.
