They claimed this was not their fault as they did not provide the washer, but they provide the washer and dryer hookups and the pipes that regularly leak into the basement, garage, and kitchen.

Open to being corrected if I’m wrong, it happens.In that case, where tax code doesn’t specifically provide support for a scenario we need to rely on other secondary sources - hence the Pub reference.
