If the "basement door" is outside access only, be sure you have a good closer on it, and that it securely latches, to prevent freezing in cold weather.

I handle all repairs myself but a burst pipe would be something that an owner would handle in my opinion, unless you were supposed to drip the water during a freeze and did not.
