Also, landlord and tenant are guilty of violating their agreements with the Section 8 program.At this juncture, the landlord should use the security deposit for what it was intended for.... damages, extra cleaning, unpaid utilities, unpaid fees, unpaid rent.  

I am looking at a cash out refi or a heloc/heloan, a 401k loan, a home equity agreement or even creative financing to do this.

It does sound like you can have a separate management agreement that can be made which would could include the fees the sponsor would provide aside from the TIC agreement.

IE: get signed purchase agreement, contact title company, pay-off tax lien, secure title and then close with cashier check at the title company?

But the agreements made between listing agents, Sage, and Hud are not all tailored the same believe me.

As for asking tenants to get renters insurance I'd strongly recommend adding that to future lease agreements and requiring proof of coverage.
