$1.3M value property needing $150K repair is not going to be sold for $500K unless there is a VERY unusual circumstance; and then it will be sold to someone with the cash to close immediately.  

It isn't unusual to find entire communities that are still pre HUD Code homes.

The clerk commented that (at least in my county) if someone was in danger of losing their property to a tax sale and CAME IN AND DISCUSSED THE MATTER IN PERSON it would not be unusual that a payment plan could be worked out so that the property could be saved.   

I will hold back funds for the construction based on the budget presented but this isn't an unusual or difficult deal for me.
