(research, get quotes, maybe pay to have an engineer examine it, find out if you would need to pull permits and whether that will trigger code compliance with other parts of the structure and so on and so forth).

The key is to plan ahead and "get your ducks lined up in a row" before pulling the trigger.

I am wanting to pull the trigger on a domain, but I want to make sure it's the best one that I can get for the money I am spending.

This past August I was convinced to finally pull the trigger on my "Plan B" to begin the journey to ween myself away from being job dependent!

@Dave Foster in the refi scenario can you do a cash-out and use the funds for something other than real estate without triggering a tax event?
