The refinance depends partially on internal (you) factors and partially on external factors (bank lending terms, RE market price changes, personal financial turmoil, etc. ) - specifically at the time you are trying to refinance.

Things from negative externalities, occupancy of the prospective property, occupancy of the area in general, unit mix, condition of the property, what class it is and the cap rates associated with those assets in that particular market, etc...I didn't see an occupancy figure in their summary.

They don't make the stuff anymore so in 10 or 20 years, if there are no external issues like a land dump, you'll do fine financially, at the worst you should break even.

I think I must not have been clear about the external paint; the plan is to tear off the old siding and replace it with vinyl.

There may be all sorts of internal and even external migration and good areas may become worse and some may become close to abandoned.

You can't expand much with higher end without great external income to support it, but you'll also reduce headaches and number of doors.
