Local banks who don't re-sell these are typically your best bet, they like relationships.  

Its very rare in CA for an actual dwelling to be sold at tax sale 99.9% of all tax sale properties in CA is bare land.. so the risk is access.. and as Ned stated everything else is wiped off of title.Now getting title insurance to resell can be tricky..

Andy, if your friend is a successful investor, he might be able to succeed where the average investor wouldn't so he shouldn't necessarily start worrying about this.Aside from the limited income potential, the other main issue of the illiquidity of that market (which is important when you want to resell).

Or you have Toyota reseller dealership and also Tesla which doesnot have reseller concept.- I think by the time, its new business model would be tested by market and new winner would be elected.It's all interesting and good for customer LOL

Hard assets with (extreme) volatility will take out mom & pop; not just via barrier to entry but also by temptation to sell.I have done the following, and I think a few folks have copied me in certain areas and that's you buy the land and offer to re-sell with the condition you anchor the build(3rd party it to a real builder, in my case) for a rent to own or just resell.

I pick up about 7 or 8 game discs from the local resell store for usually $5 or less.    

These companies are strictly resellers of some widely available skip trace datasets out there and all they need is average IT guy to set everything up for them to resell the data they buy.
