And if the city inspector finds issues then who is responsible for the repairs?

They represent prospective buyers viewing the property as inspectors, contractors, etc.

The inspector should be able to do an inspection and close the permit out.

When i get contact of the owner of the property should i ask if i can send an inspector out there?

Our original inspector noted a drainage issue on the north side because of improper sloping.

That's not only lenders, but also appraisers, attorney/title companies, home inspectors, etc. 

Cobb county isn't a small place the inspector isn't just driving around looking for violations.
