Hey @Tony Hoffer I am helping my brother who is currently in escrow on a multi-family in Edgewater, which is 2-family on record, yet there are clearly 3 habitable, separate units in the building.

I also don't want to have to evict her if I can avoid it because that is very expensive and time-consuming, but I want to start her out with good payment habits!

According to the RLTO you have 48 hours to correct a problem like this and 90 degrees would not be considered habitable by the city

@Jeffrey Zhou What you are describing is that DBI receives an anonymous complaint and sends an inspector who subsequently issues you a Notice of Violation (NOV) requiring you to abate work done without the benefit of permits.So in that situation, if the work to legalize your unit is significant enough to create a habitability issue you may need to perform a just cause eviction (temporary only) that allows you to displace the renter in order to perform the capital improvement work. 

No one arguing for rent control, rent stabilization, or "just cause" nonsense understands basic economic concepts, and holds beliefs that are fundamentally opposed to the principles of liberty and freedom, upon which the US was founded.It would be great if we could just laugh along with them at the joke, but their efforts and scare tactics are still getting implemented and causing long-term harm.

Without knowing anything else than what is here, my guess is your obstacles are either zoning or prohibited basement habitation.
