The Midwest and Southeast would be your best bet but under $100,000 is pretty challenging to find these days unless you go to really bad parts of town, which I would recommend avoiding unless you're a specialist. 

There’s no world where I get on a plane to travel to a cabin in the smoky mountains in the US southeast.

I currently have 4 SFH rentals in the southeast, 3 of which are owned free-and-clear save for property taxes and insurance. 

My wife and I are based in the Southeast Michigan and are eager to dive into real estate investing to create generational wealth and ultimately escape the rat race.A bit about us: We have a combined $16,000 in savings and approximately $150,000 in retirement funds.

Places in the Midwest like Cleveland, Indianapolis, and Kansas City are good for this too, and in the Southeast, cities like Charlotte, Atlanta, and Raleigh-Durham offer cheap buys and lots of renters.

David Greene wrote "Long Distance Real Estate Investing" which gives you a great tutorial, but I suggest looking at deals in the Midwest or the Southeast to allow your portfolio to get a good base of cash flow, and then once you are ready for some more appreciation focused deals, you can change your target markets.
