Hal,Typically it is illegal under city ordinances for a seller or escrow agent to transfer a property without first complying with the city POS regulations.

For Conventional you need 30% equity in the home your renting, FHA 25%@Leon Yang Freddie does require a 2 year history. 

@Chou Yang Cleaning costs can vary, mine run depending on property anywhere from 10-20 percent a year but I have a private individual (cheaper) but I also pay them for other management activities and to be an on-call resource (more expensive)
