Bottom line is when you run a business-  you are the standard- and if the players on your team won't play to your standards then fire them.       

Some of the big players in our area are sitting on around hundred a piece with tons of room in the sub division.One of the real big players blew in 5 or 6 roads in a huge sub division poured around 25 basement before winter rates went into play and they are still sitting as open basement to this day.In my area subs have become super greedy and want a fortune. 

Also, you get face to face contact with all the players in the industry.

While some of the bigger players may not always attend the clubs, the more savvy clubs will know who the players are in the market.

This would be based on the type of ownership, property, and other factors.The United States taxes its citizens and permanent residents on their worldwide income.

The big players of course will survive, but the smaller players will not be able to handle the additional burdens. 

However, the city is still small enough (400,000 population) and overlooked by the bigger players that there are a lot of low priced high return opportunities.

What I would recommend is to find the local players in your area.

BUT in all my boredom I reached out to a few major players in my city to see if they had any unit turns/ rehabs projects an they did.

That said, its unclear whether you are interested in a passive, limited partnership experience or are focused on purchasing a property as an active player.
